When songwriters give music to singers do they give them rules?

When songwriters give songs to singers do they tell them how they want it to sound or do they just trust the singer to sing it free?

sing it free or it depends really

A SONGWRITER writes songs. Songs are more than just lyrics. A full-fledged songwriter writes the lyrics, the chords, and the melody and harmonies.

You’re thinking of a lyricist. Someone who just writes lyrics. And they may work WITH a songwriter or composer to flesh out the rest of the song. Either way, artists who are handed songs to sing rarely have much creative input aside adding vocal flourishes.
